As the error reads, Waiting for Unmetered WiFi, which means that it needs a Wi-Fi signal which is of unlimited data.
It shows up because sometimes you might have a big-size software update(sometimes in GBs) that needs faster Internet speed. As such, your mobile operator might charge you with data charges. So that's why the error is so that the user doesn't get unnecessary charges as applied by telecom operators.
